Why WYSIWYG editor is shown only for comments to a question?

I've enabled the option to enable WYSIWYG editor for comments, and it is enabled for comments to a question.

But the plain editor is invoked for comments to an answer.

Is it a known bug or a feature?

I'd expect WYSIWYG editor (if enabled for comments) to be shown in all cases (when writing/editing comments).
Q2A version: 1.6.3
