What is the mean and use of "Kick level" of "Chat Room" plugin?

Kick level = which user level is able to kick (ban) other users

Edit :

You can ban a user clicking on the small bullet near his username (in the ""Users online" chat widget, side panel)

Thank you. Now I have set the kick level as Admin. Pls tell me where is the option to ban users?
