how to add admins and confirm users by admin manually ?

Hello, is there any link or tab available for the admin to add more admin users and edit some of the users to make them confirm manually.

Best answer
Yes - go to their user page and click "Edit this User". You can set their user type as Expert, Editor, and so on.
