How to insert a custom nav / menu into Q&A for all pages

Hi I want to insert another nav bar on top of the Q&A nav.  How to do this? thanks

Login as Admin

Go to Admin > Pages

At bottom of the page you will find 3 buttons

Save changes, Add page, Add link

Use what you required either want to create a page or external link

While adding page or link it will ask where you want navigation menu item to place there you can select any of your choice.
