"Ask a question" block all pages of the site

I want to display the block "Ask a question:" on all pages of the site but also in the questions, is it possible? and how to do it simply?

To display ask box on all pages select checkbox when you adding it from Admin > Layout > Available widgets > Ask Box Show widget in this position on all available pages this will add ask box widget on every page.

Only Ask page and Users page it won't display.
