Improve spam control: Rate limit for adding answers per user below x points

Question

In >Admin >Spam we have "Rate limit for adding answers: x" (per IP and per user)

Additionally I would like to implement a 3rd option (as you find it at >Admin >Permissions): Users must have __ points.

So it could be:

"Rate limit for adding answers: x per IP

"Rate limit for adding answers: x per user

"Rate limit for adding answers: x per user below ___ points

 

If somebody implemented this already I would like to know how.

Another idea that came to my mind:

"Rate limit for adding answers: x per user below ___ days of membership"

Not points but time of being a member of the community!
