Has anybody looked at using YUI Editor? It has a lot of desirable features that people here have been asking for:

Skinning via css.

Code formatting.

Image upload. (plugin)

Easily configurable toolbar.

Display in popup window.

Plain Text/Rich Text toggle making it also suitable for comments.
Using YUI Editor would require loading another framework, but this could be done only on the question page.
