utf8 change???

Where to change utf8 ???  I need change to character for my language...hlp?!?!

To change encoding of your language files (e.g. into UTF-8), you need to install Notepad++ and use menu "Format > Encode in UTF-8 without BOM".
There are many other ways to change encoding, but I use this way.

Please specify more details if it is not the case.
