Making Q2A docs site editable on github

The below fork of the q2a-docs site enabled editing of the q2a-docs website in github itself without needing to do CLI stuff on a local machine - any change done on github can be immediately be seen on the github.io website like here: https://gateoverflow.github.io/q2a-docs/.

I think this can help plugin and theme developers to keep the official documentation updated. The below fork is basically adding a "base_url" option for the site so that the site works from within a folder also - when we fork the repo, the docs site works from the folder corresponding to the fork repo name.
