If I understood your question correctly, you can do this in the admin panel.
You would go to Admin Tab -> Pages -> Add Page.
Once you are on the page where you can add content for your new page, make sure to set the position of the page "Before Tabs at Top". This will the added after the "Home" tab before the "Recent" tab. I hope this helps!
