Seo for non-standart letters in URL structure

Is it really hard to do that any non-english page (question, tags, caterories, usernames page) in URL structure will automaticaly be converted to english ?

It's hard to say what i'm talking abaut so here is example:

Visitor creates page (question, tags or etc.) with letters "řãÜčą". Is there is simple solution that pages generated with "řãÜčą" in URL structure will be automaticaly converted to normal english letters so it will be "raUca" from "řãÜčą" ?

Wordpress does exactly same.

Why is it important to me ?:

I'm noticed that page generated with non-standart letters (in this example "řãÜčą") will not appear as "raUca". So when human googles "raUca", page with "řãÜčą" will not be in first google page when "raUca" result is fist.

Hope anyone understands situacion and can respond.
