Does this Q & A software have the same the same specific function as Yahoo Answers?  Users must have a certain amount of points from contributing by answering questions in order for them to Ask Questions.  Users are not allowed to ask question until they have reached a certain amount of points.  5 points are deducted each time a user answers a questions.

Thank you, I just checked out the Demo is almost perfect.  My only question is how to deduct points when someone asks a questions.  I checked over in the points section and inserted -5, to see if it would deduct 5 points and unfortunately it didn't deduct.  Is there any way to deduct points?

If you add a negative value it will decrease points when you perform the given action. Check again

Thanks, that helped.  Though it's still unperfect.  Under the "permissions's" tab, where it says " Asking Questions", under " Registered Users with enough points", there is a box where it says "users must have certain amount of points to ask questions".  I inserted 50 points and surprisingly, I was still able to ask questions having 100 points.  I think this needs to be fixed, unfortunately.

Q2A has option below. Default is 100.
"Admin" > "Points" > "Add for all users:"
If you set 0 (Zero) to it, Q2A will move along to your expectations.
Otherwise, you should set 150 instead of 50 to "Users must have points".

I'm sorry, but I have tried your suggestions.  I am not sure that you two understand.  I set 150 or 20 points as the minimum a person needs to ask a question.   I'm still able to ask question even with just 5 points, when the minimum is 150pts.

Yes. In the Admin area, go to the Points tab and select the points you want users to receive for each action. Negative numbers work fine - if you put -5 on "posting an answer" they will lose 5 points.

Take note of the bottom two options as well - "multiply all points" and "add for all users". You may want to set the multiply to 1.

To restrict actions based on points, go to the Permissions tab. By the action, select "Registered user with enough points" and enter the points in the box. Note that if you are an admin user, the points based permissions will not affect you, you'll need to set up a test account to check it.
